Integrated Resorts and Casinos Drive Philippines’ Tourism and Economic Recovery, Says PAGCOR CEO

(Manila).- Integrated resorts and casinos are fueling the Philippines’ tourism and economic recovery, with PAGCOR reporting a 75% growth in gaming revenues over two years while promoting responsible, sustainable, and technology-driven hospitality.
Integrated resorts and casinos are emerging as major drivers of the Philippines’ tourism and economic revival, according to Philippine Amusement and Gaming Corporation (PAGCOR) Chairman and CEO Alejandro H. Tengco. Speaking at the Exceed Hospitality 2025 Forum at SMX Aura in Taguig City, Mr. Tengco highlighted how these resorts have evolved into “dynamic lifestyle and business hubs,” transforming the country’s tourism landscape and creating new growth opportunities.
“Gaming, entertainment, and hospitality are not separate sectors but interconnected forces that drive economic growth, generate jobs, and enhance the tourism experience,” Tengco told an audience of tourism stakeholders, business leaders, government officials, and Italian Chamber of Commerce members.
Strong Recovery in Philippines’ Gaming and Entertainment Sector
Citing industry data, the PAGCOR chief noted that the Philippine gaming and entertainment industry has shown a robust recovery, with gross gaming revenues (GGR) increasing from US$3.75 billion in 2022 to US$6.5 billion in 2024—a 75% growth in just two years.
To maintain this momentum, PAGCOR is modernizing its regulatory and operational frameworks while ensuring that operators follow principles of responsible, transparent, and sustainable gaming.
PAGCOR Initiatives for Responsible Gaming
Key initiatives include:
Crackdown on illegal gambling
Stricter regulations on gaming-related advertising
Ban on gambling promotions in public spaces and primetime hours
“At PAGCOR, responsible gaming is not just a slogan but a commitment to protect vulnerable players, uphold transparency, and preserve public trust,” Tengco emphasized.
Embracing Digital Transformation and Sustainability
Tengco encouraged gaming, tourism, and hospitality operators to embrace digital transformation and sustainable practices, aligning with the forum theme: “Tourism Rewired. Hospitality Transformed.”
“The future of hospitality is being reshaped by technology and sustainability,” he said. “Every guest experience should also contribute to local well-being.”
He concluded that PAGCOR aims to be more than a regulator—it seeks to act as a catalyst for responsible growth in the Philippines’ integrated resorts and casino sector.
